1. The Highly Skilled Migrant (HSM) Route#

The Netherlands operates one of the most efficient tech migration programs globally via the Highly Skilled Migrant (*Kennismigrant*) program administered by the Immigration and Naturalisation Service (IND). Applications filed by recognized sponsors are routinely processed and approved within 2 to 3 weeks.

2. Statutory IND Salary Thresholds (2026)#

  • The IND sets mandatory gross monthly salary minimums (excluding 8% holiday allowance):
  • Age 30 and older: €5,670 / month (€68,040 gross / year + holiday allowance).
  • Under age 30: €4,155 / month (€49,860 gross / year + holiday allowance).
  • Reduced Orientation Year Criterion: €2,979 / month for recent top-university graduates.

3. The 30% Tax Ruling Facility#

Under the Dutch 30% facility, qualifying international hires recruited from abroad receive 30% of their gross taxable income tax-free for up to 5 years. This significantly increases net take-home pay, making Amsterdam, Rotterdam, and Utrecht among the highest net-compensation tech hubs in Europe.
